HOUSE CONCURRENT RESOLUTION NO. 46

Requesting the Joint Committee on Government and Finance to make a study of the Horse Industry and the feasibility of a horse/agricultural facility for year-round use by the Horse and Cattle Industry in the State of West Virginia.

Whereas, The Horse Industry has been an untapped resource for the economic development in the State of West Virginia; and
Whereas, Surrounding states have year-round facilities that produce jobs and are economically viable; and
Whereas, West Virginia is losing millions of dollars by not having a year-round facility; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to conduct a study to determine the feasibility of a year-round agricultural facility; and, be it
Further Resolved,
That it should be determined whether developing a facility for horse shows, cattle exhibits, etc., will generate revenues for its development and the State of West Virginia; and, be it
Further Resolved, That the facility be potentially located within seventy-five miles of the center of the State and include the economic impact of such a facility to the proposed area and citizen response to such a facility being built in their community; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1999, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
